William registered for the draft on 30 June 1942 in Prince George's county, Maryland.  He was inducted into the Army at Washington, DC on 20 October 1942.

Pvt Harrell was assigned to Co I, 508th PIR and served with the 508th until he was transferred in late 1943.  Due to illegible records for December 1943, the date and destination of his transfer are unknown.
