Richard enlisted in the Army at Cleveland, OH on 22 November 1943.

On 10 August 1944, Pvt Stipes was transferred to Hq 2nd, 508th PIR from the 11th Replacement Depot.

Pfc Stipes was transferred to the 506th PIR on 16 October 1945.

His military decorations include the Combat Infantryman Badge awarded for action during the campaign, 18 Dec 1944 to 20 Feb 1945.
